No the name is a prophesy of something that was yet to come.
The meaning "quick to the plunder" or "swift to the spoil" is given as a prophesy of the impeding plunder by the Assyrians.
Your phraseology came from wikipedia so I thought you might have read that.

The name is the prophesy.
The scripture say something to the effect that "I (Isaiah) went in unto the prophetess, she conceived and Lord told me to call the child ....."
Nothing special and nothing else said about the kid. I just remember because I liked the name.

I prophesise (to a couple with no scientific birth control) you will have a child called Fred.
Child arrives, and they call it Fred (and, as it's the first child called Fred, it works even if she's a girl).
